The IE marking

On my trip to Veidholmen Island in Norway in March 2006, I found this very special IE marking on one of the glass floats, that you can see on this photo.

I look like it says I E, but then there are some dots on top and bottom of the "I", so I don't know for sure what the letters stands for.

I have searched the internet for information about it, but so far I found nothing. If you can help me with this I will be very grateful!
